After 11 March 1990, the court work was regulated by the law of Court system and status of judges adopted on 13 February 1990 with subsequent alterations. According to the law of establishment of district courts of the Republic of Lithuania of 12 March 1992, district courts were established instead of previous town and district courts as well as judges were appointed for them. District courts are the courts of general competence of a lower link. District courts are the main courts of the first judicial instance. All district courts are established according to the law. It is only the law, which can establish activity territory for such courts. Currently, there are 54 district courts in Lithuania. Within the territory of the Šiauliai Regional Court there are 10 district courts: Šiauliai city district court, district courts of Akmenė, Joniškis, Kelmė, Mažeikiai, Pakruojis, Radviliškis, Raseiniai, Šiauliai and Telšiai districts.
